SBA Communications Phase I ESA

Focus was retained to conduct Phase I Environmental Site Assessments (ESAs) at multiple proposed communication tower sites in Edmonton, Calgary, Vancouver and Victoria. During this contract, which began in 2010, Focus expects to conduct more than 60 Phase I ESAs at communication tower sites at these major centres.

Focus prepares reports in general accordance with the Canadian Standards Association (CSA) document Z768-01 Phase I Environmental Site Assessment. According to the CSA, a Phase I ESA assists in reducing uncertainty about potential and actual environmental liabilities and can be used as a basis for further investigation of a site. Potential concerns may be related to infrastructure or disposal areas, oil and gas activity, building materials, pesticides and fertilizers. Focus evaluates and reports on existing information collected through a review of owner records, provincial/federal records, historic land uses, aerial photographs, landowner/occupant or neighbour interviews and a site inspection. 

Several of the sites we have reviewed to-date have had potential environmental concerns and required Phase II and III ESAs. The Phase II ESAs included soil and groundwater sampling and testing to determine if there are any actual environmental liabilities associated with the site, and/or to determine an environmental baseline for the proposed tower activities. The Phase III ESAs included excavation and disposal of contaminated soil with soil testing to confirm the horizontal and vertical delineation of removed impacts, or to confirm the level of residual impacts and the associated environmental baseline reported for the site.
